Depending on what you need them to do then modelling them may be the best thing.
Since Fur and PaintFX are post processs you have to do compositing to get them into reflections.
I dunno if Shave & haircut would be good for this but I suppose if you got this plugin you'd ahve better uss for it in addition to this.
If it's for a closeup it's best to model the lashes IMO. It's actually easier than it seems. You just need to model one low poly lash then duplicate along the eye line. This way you won't need to use any plugins, you have ultimate control over every lash and the lighting, shadows and reflections will always match. You can then animate them quite easily with a lattice or wire deformer. Have a look at the characters on Julian Jeremy's (http://www.cg-art.i12.com/) site, this is the method he used and you can download one of his lashes files.

Sometimes texture with transparency map can produce nice eyelashes too.

I am also currently busy with this problem, and I find it ok to model each and every eyelash (making sure to use instances, not copies), but the question i still have is how to get it to animate in tandem with the eyelid...
Furthermore i can't seem to find the eyelashes part of Julian's tutorials. anyone know where those are on his site?

texture with transpan is probably the best way, you can bend the patch to give it a realistic look, also the eyelashes don't really move around all that much, so a static image don't hurt

No tute just a file in the downloads section. He suggests using lattice deformers to move the eyelashes. You will need to create duplicates instead of instances when using deformers.
