I've been using Maya for sometime now and able to animate particles just fine but, I have little knowledge on how to write expressions for particle animation. I know the language used for writting expression is relatively easy if you already know how to program but what about those of us who don't, are there any books, website, videos or recommended programming language I could checkout?

If you do some C tutorials, you'll probably be comfortable enough to start messing around in MEL. The syntax is very similar.

So maybe the shortest way to expressions is through mel scripting? Cool, I'll start searching for some docs on the subject.

Also and you would have to forgive me I only got about 4 hours of sleep last night (finals week) what are C tutorials?

Well expressions are basically MEL statements. C is a programming language that MEL resembles, search for "C programming tutorials" on www.google.com and I'm sure you'll find alot of stuff.

Also, avoid C++ tutorials, they usually start with stuff on classes and the STL which is useless knowledge for learning MEL and will just confuse you. Only check out the C tutorials.
