That's a max scene file, right? If so can't you convert it to 3ds? Or are you using an older version of 3D Studio?

I don't know what you need it for, but it seems to be a sample file of some kind of plugin which i do not have. (rf-bone) So you probably need to find someone with that plugin to convert it properly.
