Nurbs UV are implicit , you don't have to create them.
If you want to make special texture projection on your surface you have to check "use projection" before adding a texture(by defaut its checked on "normal").

Hmmm, with NURBS surface you have to use implicitUV set. ImplicitUV set comes when you do NURBS modeling. That's why you don't have texture tools as in polygons.
You have to work out how your texture will flow with the UV in the surface patch itself. Like if one of the edge of the surface comes to a point you will see that the texture will get pinch at this point. Your texture will flow along the isoparms, if the isoparms is condense in certain part your texture will be squash also in this part, if in other area the isoparms is spread wide then your texture will be stretch in this area.
You can fix this kind of situation with fix texture warp, but I always suggest to try to get the best distribution on the surface, plan your patch in a way so the seam of the patch is natural.
If necessary you have to rebuild the NURBS to get more uniform distribution.

thanks, i have sloved the problem.
i must use file in "as projection" mode
but i used to use it in" nomal"mode
so i can't use interact placement.
and now i get it,
