I'm focus on the robot's track rigging;
I add a IK Spline Handle but can't get the same result, adjust the 'offset' of IKHandle, flying~
That's make me crazy!

Can you explain a little bit more about what you're trying to do? I'm not familiar with the course/book, so I'm not sure what the pictures you posted are showing.
I looked at your file too, and again, without a bit more info about what you're trying to do as far as your set up. I see that the tred goes off straight when the offset is turned up, and get that it should probably be rotating around? What is the offset supposed to do?
