Well... Art is all around you - you just have to use your eyes. It can't be fully taught (allthough you can learn the basic principles and mechanics), you have to absorb it yourself. Because art isn't a finite thing, it can be many different things.

Most of the time, art is finding your own technique. Many great artists couldn't paint a realistic painting if their life depended on it, but they had a strong expression in their art that made you look twice.

Anyway, enough philosophics. :)

I'd suggest you start by drawing - drawing shapes, contours, people, anything. Drawing IMO is really the fundament for EVERYTHING. Even if you never want to draw, and only want to do 3D or paintings, drawing is at the heart of it. Drawing is about capturing shapes and sizes, light and darkness. It's about making something that's flat and really uninteresting come alive and reach out. If you can do a really good drawing, capturing shape and making it come out from the paper, you have a good basis for any other type of art you might want to do.
