Im following along with this head modeling tutorial on http://www.secondreality.ch. and the author writes before the tut - "your software [should] supports the selection and splitting of edgeloops and edgerings although traditional cutting will work too. It's just so damn much slower..."

I use the cut tool in Max under the under the sub components vertex,edge and polygon.

Is there some tools Im missing out on?

BTW - does it matter which sub-objects "Cut" button I use to create edges.

the tools you're looking for is meshtools, go here
www.scriptspot.com (http://www.scriptspot.com) and download the script
you'll be able to select edge loops, edge rings and cut them faster than the traditional cut tool....

I believe editable poly supports what you're looking for. It's called "connect."

Select an edge, ring it (or try the other selection method, forgot what it's called), then connect the edges. Because this is such a simple procedure, I'm going to refrain from actually insulting you by taking screenshots of everything... or anything.

What he meant is that there are buttons to select an edgering or an edgeloop in max 5 already. You still want to know how to install and use meshtools and cspolytools though.
