i m stuck on this thing for almost 4 days.... just can't make a good hair, its not bald somewhere or just doesn't listen to my order, looked up for so many tutorial.....
the shag rendered thing, if i can control those manually would be much more helpful

Sorry, don't quite understand the question, shag hair can be very hard (in my experience) to get looking anywhere near you want. If the hair is short use shag fur, is a bit easier.

I too find it difficult to understand what it is that you mean. However Shag:Hair is not difficult to use. Like many projects that you undertake it needs some forward planning. A common error that many use when first starting with Shag:Hair is to use only 1 Spline to describe the hair.
What you have to do is divide your scalp area of the mesh into muliple Material I.D.'s ( i.e. A group of polygons behind the ears have a seperate I.D. than say a group of polygons used to define a fringe. ) You also need to crisscross your polygon selections so that, for example, you have some of the behind the ear selection mixed into the area for the side of the head and visa-versa. This enables a nice blend between the two areas of hair. A typical head might be divided into the following sections :-
1. Behind left ear.
2. Behind right ear.
3. Side left.
4. Side right.
5. Top of head left.
6. Top of head right.
7. Crown of head.
8. Back of head.
9. Fringe.
Each section has its own material I.D.
You would then create different splines to describe each sections hair structure. You can then use different polygon shapes to act as cutters to trim the hair to your desired length.
It does take some patience to get the effect that you are looking for but the results can be outstanding.
