Shader can be confusing, because the word is used 2 different ways.

One way is to describe a material or surface definition. Whatever makes a model look as if it's made of plastic, metal, glass, etc. is a shader.

The other way the word "shader" is used is to describe a plug-in to a renderer. In Mental Ray, for example, many types of plug-ins are called shaders. Some of them define a surface material, but others could change the way the camera works, define a new type of light, change your geometry, or do any other thing that a plug-in to that renderer can be programmed to do.
