it's an extremely vague question and is probably more suited to the photoshop or Maya forum.

Yep this is a really good one. I think it skips the uv process though,... are you familiar with that?

Type "Tiling texture Photoshop tutorial" in google.
Or buy ImageSynth or CS4...

Now if you were asking about a texture that has specific UVW mapping applied (If you are unfamiliar with that term then you need to really read up on it) - please see the other links provided by our friends above. Also if you prefer video tutorials - try YouTube - there are TONS of tutorials on that site.
