Cloth generally has a low specular value. Plastic is generally high.
Cloth needs a fine bump map. Plastic usually has a very different kind of bump.
Sometimes it helps just to copy the cloth color map into the Bump channel, and use a small bump %.

Here are some tutorials about painting cloth. This is geared towards pre-lit textures, but some of it applies to cloth without the lighting painted in.

That totally depends on your 3d app.

Don't use specularity on cloth at all. Specularity is generally evil and should be avoided at all costs unless you need to make a plastic shader.
Common tricks with cloth is to use ramp shaders to give it a velvety look (or an actual velvet shader to create that "micro bump" that velvet has which disperses light on the surface in a very soft way).

You should use the falloff material. I dont remeber the settings right now since I switched to xsi. But anyway, just try to add the falloff material to the diffusion color/material.
Sorry for my bad english..
hi :)
you can use a raytrace material and a falloff in autoillumination, translucidity and fluorescence, make a SSS with good control...
or use a Brazil material if you use this renderer engine :)
