...if your source is one picture...you'll need to prepare that in photoshop first (or use the clone stamp within After effects, but that requires a lot of masking and copying layers).
to obtain this parallax effect you need to have your objects on different layers in different distances to your camera...
so you'll need to cut out that object and close that "hole" on the background to some extend...so it can move, without revealing the hole where the foreground object has been cut out...
but there is no effect or plug-in that could do that for you with one click...

At the risk of stating the obvious, the starting point is to change the environment to 3D.
To do this, in the composition, next to the layer name there is a string of checkboxes. The one marked with the cube is for 3D.
Once you have made the layer 3D, you can zoom the camera in and out.
Beyond that, I am not sure what is being done but I am certain that from the most simple approach, you could mask out what you want to move towards you faster and physically move that layer closer to the camera as you zoom the camera in. This will only work to some extent as once you are able to see behind the close object, it will lead to problems.
If at all possible, start with an high res image.
Hope this gets you in the right direction,
edit: One more thought, if you can get a clean background plate, all your problems are solved.

Check creativeCOW. This kind of stuff was actually one of the first tutorials Andrew Kramer ever did for them (The DVD menu with the Egyptian stuff and then another one...). As the others suggested, do the cutouts in PS, then carefully arrange your layers in 3D and zap around with your camera.
