I'm after an application like nuendo which has a visible frame time-line with the frames.

Tons of them out there - depends on what you're willing to pay and what you want out of it. Also - Windows or Mac? OS is important as well.
Soundtrack Pro, Adobe Soundbooth are some mid-range programs.
Heck even Premiere and Final Cut have the capability to edit sound (limited capability but still useable).
I personally like Soundtrack Pro because it gives you the ability to pull in a video and apply sound to what is going on on screen...

I use pre-Adobe Cool Edit Pro, it's sufficient for what I do.
What's wrong with Nuendo ?

I use Adobe Audition and its work like a charm! super user friendly.

hello guys, i am working on a cartoon animation project,and i would like to put sound from cartoon voice, i recorded my voice but it sounded like a 40year man hehe, do u know any software where i can change my voice???????????

pitch shifter using adobe's audition (you can get a free demo on their website).
