hi
first sorry if i dident chek the file.
to render the particles: add a particles geometry object, assign him the group that you want to render, assign him the sketch and toon material (suppoed that setting are by default; when you add a new material it makes the post effect) so when you assign the material to particles geometry choose particles, the particles will not be rendered only if you use "render to window" and not in the viewport because it need previous frames information.
NB: this exemple is using TP, so if you're using the basic particles system, replace the particle geometry by the emitter object :)

tnx,
i was surprised that someone replied to my S&T questions.
today i figured how it works. no need for particle geometry. it is a matter of settings, especially "velocity scale", thanks to the great tutorial about camera mapping by Jannine Pauke ( i hope i didn't mispelled it)
