I'm not that much of a manga fan, and definitely no expert but here are my thoughts:
It is definitely recognizable as manga ;) and looks nice.
I don't know about the hightlights in her hair though. Do mangas have that much detail?
Anyway it looks good, but not too special imho.

What about the blur... It seem badly compress. Look like it's taken from a movie...But if it's you sorry about that... don't want to flame or anything. But it's a nice work anyway (classic manga style) With which program you have done it?

-R.Quinn try ditching the highlights in the hair, I think it would look better but you'll be able to decide yourself when you compare with and w/o.

Nice job;) I think the pick could be a bit sharper, but again that could be the compression. Nice cell shading by the way, it does like like a still from an actual anime:thumbsup:

I did it with photoshop 6
using a mix of the greyscale coloring method and simple brushing
and then i changed the contrast and curves in after effects
also a put 3 layers one at the botom with a big fast blur on it then the second layer at 25 opacity with color variants and the top one wth a radila blur to give it that movie feel
thx for the positive comments

EDIT oh yeah the original line art was marker work i did with simple shadin
