How to create independet hips control? Are there any tutorials available?

I think if you train yourself in breakdancing someday you will be able to do it! :D

Just kidding! Better if you say which software you are using... but for sure there are a bunch of rigs ready to animate for your software. So a good option would be to tear those rigs apart and study them...

one of the easiest methods is to create another joint below the root, that is the parent of your legs. This joint is sometimes called the pelvis joint. It holds the same location in space as the root, but since its a child, it won't affect the root, but will rotate anything below it on the hierarchy... should look something like this:

ROOT
...|---Pelvis (same world space as root)
.............|--- leftHip
.............|--- rightHip

Or, there could be any variation therein. Experiment with it.
