I would say, make some 3D type. Make a selection set for the front face of the letters and use a picture with ornaments as a texture for that. Than make a render, put it in photoshop and use your fantasy to maybe add some ornaments around that type and give it a nice background.

Another way is to make basic fonts in 3d, texture them and then apply different shaders in zbrush. I once worked for a mobile game, making backgrounds and platforms, and zbrush shaders did wonderful job.
