or maybe a tutorial to get this desired effects?
i tried both flash and ae and failed.

Duplicate the source layer, apply a mask, animate its position, apply a lot of glow.

You could do that any number of way - Mylenium just listed one of 1,000. He knows everything (I'm not kidding - he really does).

Here's another:

Use CC Light Sweep and Glow - just mess with the settings on light sweep and move the position of the center. This works especially well if you have dark text (or object) on a dark background. The glow ads a bit of the "Radience" like in your preview. I've attached a comp effects setting...
