A while back there used to be a thread with filter studies in it and I made this image with filters:

Unfortunately I didn't record how I did it. Today I had some time on my hands so I thought I'd attempt to try and re-create that effect and I think I've figured out the basic steps to it:
1. You start with a painting of somesort or a blob of colors.
2. gaussian blur
3.crosshatch (3, 20, 1)
4.gaussian blur (1.3)
5.ink outlines (7, 1, 0)
6.gaussian blur (.7)
7.crystalize (9)
8.gaussian blur (1.0)
9.ink outlines (3, 3, 1)
10.blur more
11. Play around with the lighting effects.

-Keep in mind-
-There are many many ways of doing this and the one I provided is just one of them. Basically, you just need to crystalize something, blur it, use ink outlines, and play around with the settings a bit.
