Hi guys. There is something just appears in my mind. If I have a DVD or VCD, is it possible to edit or view it frame by frame in AfterEffect? Or I need extra software for it?

In most cases: No. Only the most basic VOB files can be renamed to M2V (one audio track, one video track) and they need to be unprotected to begin with. even then AE will need to conform those files and frame-exact editing is not guaranteed. Therefore it is in general advisable to extract and convert such content to other formats for which you can find any number of tools...
