The story I am thinking about is a rather obscure Brothers Grimm tale. It's called The Girl Without Hands and it is about a girl who's father cuts off her hands in order to please the devil.

I came across it and thought that it would lend itself well to this steampunk challenge.

Here are some rough sketches that I decided to post just to get started.

Here is my first stab at a composition. This is a scene from the story... sort of.

In the story the girl is saved multiple times by angels. I decided in consideration of the SteamPunk theme to make the angel mechanical. What do you think?

Here I have added some basic colors. For the environment I am envisioning rich browns and greens. I want her hands and cloak to be very striking and stand out. For the robot.. I am thinking of making him look rusty and worn .. and maybe a bit creepy.
