I have a question, is there a way to modify, or move or give coordinates to an environment background and be able to see what you are doing before you render? and have it still placed in the correct location in the output?

Howdy !

To be able to see what you're doing, you can display your background (Views -> Background display or something), it's viewport dependent (you can display it in your active viewport only).
As for modifying it, well i guess it depends what kind of a background you have; you could maybe modify the bitmap's coordonates and stuff in the Material Editor, though i don't know if it's such a good idea - or you could just modify the bitmap itself and reload it.
Maybe you can map it on geometry rather than use it as environement, might help you manipulate it ?

with viewport-background u can even see the motion of a animated background if u want to use a mpeg or avi as background source.
