I had to do this for a mini-short film I was working on a couple of years ago (don't ask. It sucks anyway  ) and this is what I did:
1. selected all the bones of my rig (select all by type) and then I used the "create character" command.
2. I then used that animation to create a "clip" that would be used in the trax editor.
3. Then I imported another "un-animated" rig and then I imported my clip. I dropped my clip into the trax editor and the "unanimated" rig started to move like the first one (the keyframe-animated rig from step 1).

That's it. :bounce:
Remember that no bones should be left behind :shame:

Yes, using character set is the easiest way to transfer animation, between 2 identical character.

But one thing you must be careful is when you create the character set, the order of attribute add to character set should be the same order.

If I were you, I will load the scene with animation first, clear all from script editor window, and create the character set.

Look at the script editor history section, copy and paste it into input section.

create clip for the animation, and save it/export it.

Load the other scene, run the script from input section of script editor, you will create exactly the same character set for this scene.

Open trax window and load/import the clip you have just created into the character set.

Another possibility is exporting the animation as .mov file.
