I've recently modelled a treadmill but i'm having difficulties trying to animate the belt. I made a path out of a spline and then put a path constraint on it but how can i get it to move at the same speed throughout the animation. at the moment it starts off slow at the beginning, picks up speed in the middle and then slows down at the end. I want it to have a constant speed all the time. Is this possible?

I think your problems can be solved by setting the correct correct 'in' and 'out' types for the animation keys.

I don't know if I understand your setup correctly, but I wouldn't rotate the belt at all.
I would loft the belt so it has nice UV coordinates, that way you can fake the rotation by animating the offset of the texture. Maybe I would also add some up and down movement of the belt using a FFD modifier or by animating the spline.

to make the speed same all the way is fairly easy,

(while selecting the object not the path)
you'll see two keys(one at first frame, the other one at the end)

select both and
go to the curve editor, and you'll see a nice looking curve. ;)

and make the curve linear. that's it.
