I love the scenery on this. Very nice. The rider and horse are nicely detailed - but, too my eye. Not scary enough. I think if you want to go for the LOTR black rider effect (because of the red eyes) you would need to make the horse taller, thinner, more emaciated. The rider also, taller, thinner, or more tattered. You might add some more peaks and points to his outfit - his back looks a little smooth and nonthreatening to me. Esp. without the face you need to have him project menace with profile, posture and so on.
Assuming I am right about the menace as well then you might also put a layer and adjust the lighting. It seems too bright to be scarey. Maybe it is the red tone in the sky (warm color)? Or perhaps need to push the blues some more? Maybe the foreground needs to be more in shadow - the rider silvered in the dark woods looking into a clearing?
Just a few thoughts. Hope they are useful.
