Perhaps I'm going too fast but it's the only way I can hold my interest long enough to finish anything ... here goes again. I've searched the shape of the face - now it's time to start working on the hair and the rest of the body. Hair is always very difficult... I'm scared.. ;)

Great lighting and blending technique. Take note of the head however, it looks abit awkard and especially the top of the head, make the hair fuller, it looks abit flat.

I like your choice of colors a lot, but she seems a little too buff . Maybe you could try with less straight lines on her face, and a more delicate neck and see if you like it better that way? hope that helps

Her right eye seems to be floating up too high. Use some perspective guidelines to line up the features of her face before you go any further. Also take note of your lighting. The shadow on her left cheek and temple shouldn't be there, I think. The lack of highlight on the side of her nose is not consistant with chin, cheek and brow (see step 3 image where it was correct).

I kind of like the flat effect on the hair. I don't want her to look like she has a lot of hairspray. So won't be changing that.. for good or worse. I always have the right eye higher than the left.. I wonder why. I need to check up on that.
As far as the left cheek - I haven't done anything on that side as of yet. That doesn't mean I'm going to leave it like that.. but the shade will be present more or less.

Anyway.. thanks for comment - I'll take your points into consideration.

By flat i don't mean hirstyle, The shape of the top of the head has to show through the hair, and it's is literally horizontally Flat like a countertop looks like when she was a baby she landed on the floor head first

I tried to make a little check after I applied some changes there were suggested. I think I mistook the right eyeto the left eye with Kirt's advice. I corrected the other eye (my left). To me it looks like it's in perspective now. I raised the hair from the top just a tiny tad to see what it looks like. The head now seems it has a hair buffer .. so I'm left thinking what can I do to the other parts of the hair to achieve the look I want. I need to take some hair away.

Is there a specific location you want less hair or just in general?

Considering how much the hair on the left is being blown out that suggests a fair amount of wind. It actually takes a pretty stiff wind to get that much billowy movement in long hair. I'd bring the hair on her right side closer in to her face and I would wrap the hair around her neck closer to the contours of her body. It's too puffy and unsupported to be out that far when you consider how far out the hair on the left is.
