You have to snap the CVs to the end of the curve.

Or try snapping your edit points... Select your profile curve (the curve that's sitting on your two rails), right click it, and select "edit points." Select one of the edge edit points of that curve, then right click the nearest rail curve and select "edit points" on that. Then, with your profile's edit point selected, hold "v" and middle mouse the point on the rail curve you want to snap it to. Do the same for theother side.

Also, your problem could be that you don't have enough CVs in your curve for the type of curve it is. If you're making a CV curve, and have it set to "3 degree cubic," you need to make at least 4 points in order for it to be a valid curve.

Try that out and let us know how it works...

This is the usual step I do when giving courses on NURBS modeling.

1. After you create 2 rail curves and need to do the profile curves,
2. use EP curve tool,
3. Place your cursor as close as possible to one rail curve, hold 'c' key to temporary activate curve snapping, and drag you cursor to one end of the rail curve until it's really stuck at the end point of that curve.
4. Place your cursor again as close a possible to the other rail curve and do same sequence.

Reason, by using EP curve Tool, it will guaranty that you will have complete curve segment. By using "curve snap" you will be sure that both end match.

5. Than start modifying the profile curve as necessary without moving the end CVs, you can rebuild the curve to accomodate more CVs on profile curve.

The same approach also used for birail2 and birail3+ tools.

if you do a birail operation and the surface is created but not visible (all the selected curves become unselected and your manipulation handles are at 0,0,0) then just go into CV component mode and curve snap (C+MMB) the endpoints of the profile curves to the rails. do that for all the profile curves until the surface finally appears. that problem happens a lot when you rebuild curves after you have them set up. plus it seems to happen to me even after i go in and curve snap endpoints. it seems like maya is playing a joke or something. i know it can't be that i skipped one. :D
