Yeah that's spot on lighting. Must have had a whole lot of people working props for this scene somewhere along the line. GJ!
edit: is there some patching in the intersection? maybe I'm thinking its something else just looks like some visible edges or something on the road there.

x Osirus1156, the interiors are modeled and lighted.
x mister3d, variations of the windows are done with the "bevel" tool of Lightwave3D which gives the option to bevel in between a "min-max" parameter.

in this way it's easy to add variations to details like this ones.
x johnnymoha, not a lot of people. Only Giovanna, which is making a stage in my office, has created this scene in about one week.
Everything was modeled in Lightwave, the scene set-up was done in Felix and the rendering angine is Maxwell.
Yes, yu are right, there is some patching there:
