This is pretty simple with nCloth. Just follow the workflow on that site for setting up the initial flow animation (motionPath->"attach to motion path", followed by "flow Path Object"). Then make the resulting mesh an nCloth mesh then simply increase inputMeshAttract to attract the cloth to the animated input mesh. The lift and drag can be used to make the cloth ripple as it moves... no turbulence required.

I've attached an example Maya scene file showing the result. Note that I also painted the inputMeshAttract per vertex to make it follow a bit more on the leading edge.

Dear Mr Duncan,

You're so great!
I deeply appreciated your kindness.
The ncloth flow by path really works!!
Ncloth is very powerful,I'll try it more.
Thank you so much!:applause:

Thanks Duncan but how do I access and edit the per vertex inputMeshAttract map.

NCloth->Paint VertexAttributes->Input Attract

Also there is a vertex editing tool I wrote as a mel script you can download from my blog. It lets you pick and edit vertex values with a slider instead painting values:
