If anyone can answer. I have a character that has clothing. Should i skin the clothing and body by separate or all in one?Which is best?

Depends on whether or not your character will be a stripper.

If you donīt want to simulate cloth via reactor/simcloth&co or your character is supposed to strip ;-) you should try to build all as one object (or attach later).
Try to keep the face size/tesselation similar for cloth and body.
If you have a low tesselated shoulder with a high tesselated strap over it, the shoulder will very likely move through the strap while animationg.
And keep it mind, that if you have trousers for example you donīt need to model the legs beneath it.

wouldnt u want the trouser material to drape across a modelled leg though??
