Not too bad...
The hair looks terribly scribbly, especially over and in front of the ear. The blonde strands have loops onthe end...
She looks like she has a bad case of blepharitis, an eye condition. Her eyelashes and lower eyelids are crusted up with light colored gunk...Eyelashes don't look that short and dense, and the more spaced lashes are different lengths. Hers look like short brushes were glued onto her upper lids, and she doesn't wash her eyes often enough...
Her ear looks a bit huge, but it could be the reference photo you used, or you've made it too dominant with the lighting...
The biggest issue I have with this piece, though, is it is too smooth. Her lips look like they are made of wax. Lips, if you look really, really closely, are made up of what can appear to be many thin vertical bands of skin. That is what makes up lip wrinkles. To eliminate them entirely is to give her flat, "wax" lips...
This "too smooth" effect is also highly visible on the skin. It has no texture, as if there are no pores on her face. While she doesn't need craters, if you are going to paint a smattering of dirty freckles on her face (yours have too much blue/green tone, and look more like blackheads), you should be giving her skin a very light texturing as well, instead of the gunk on her too short eyelashes.
You put a LOT of time and effort into this, and it is pleasant enough, but somewhat soulless and boring. She is too plastic looking to really identify with, and there is no environment around her to give her a story worth lingering over. It's just a "that's nice, a pretty face" picture.
But, you do have a good workflow, and are able to copy from reference pretty good.

Yah the hair was the last thing I worked on and it was beginning to become tedious so I became lazy with hair....but Im going to revisit this and work over a lot of the problem areas...
As for the crusted eyelashes..I was going for snowflakes of some sort...but I realize that the eyelashes themselves looked trimmed or cut to an odd length...I was looking at some other reference and will fix the eyelashes because right now their too short and thick, as you mentioned...
I think the ear looks bigger becuase of the lighting...perhaps Ill darken it? Ill play around with it...
I have also recieved similar critiques saying that it is too smooth in general....anywho Im going to texture the skin, lips and hair more....I realize that if you were standing that close to someone you would see a lot more detail on the face...
Im not too worried about making this piece into a "storytelling" painting..I'd be happy with a simple "pretty face" portrait...Im making this for a future demoreel piece but Im going to have several anatomy drawings, sketches, and CG artwork as well...chances are it will be overlooked...but Im aiming for topnotch material...
