So I was wondering if anyone is experiencing the same problem as I am, okay in the Brush properties window with like tons of tabs like size, general..blah blah,
The docked palettes you refer to are the Brush Controls palettes.
down there there's a section called color variability,
This is the Brush Controls' Color Variability palette.
you can set this for bristle brushes so each "fiber" have slightly different color H S V, but I perfer it off so i set them to 0, However, whenever I change color it goes back to it's original setting...

It seems you might have set the brush variant up to use Color Variability with the in HSV option sliders adjusted to get the colors you wanted at the tme, then dragged the brush variant icon into a Custom Palette. If that's the case, any time you click that icon, even if you've made other brush control adjustments later, it will revert to the settings present when the icon was dragged into the Custom Palette.

Set up the brush variant the way you want it, then go to the Brush Selector menu, choose Save Variant, and type a unique and descriptive name not already used by Painter or by you.
Now you can drag the new custom brush variant into your Custom Palette and whenever you click the new icon, the settings present when you dragged it into the Custom Palette will be present when you paint.
NOTE: If you save the new custom brush variant to the same brush category, the icon you see in the Custom Palette will be the same icon you see for the first brush variant, since it's not actually the brush variant icon that's used, but the brush catgegory icon.
In order to know which icon represents which of the two brush variants, you'll need to position the icons in a way that will help you remember.
Click the lower right corner of the Custom Palette and drag down to the right to enlarge it. Then hold down the Shift key and drag the icons into whatever position you want. To restore the Custom Palette to the smaller size, click the lower right corner and and drag up and to the left.
