Any painting app will do :)
There are free ones like Gimp, or stuff like Photoshop (my personal favourite) or Painter or Photo-Paint if you don't mind spending some cash.

Also, there are programs for painting in 3D, directly onto your models, such as Deep Paint 3D and Body Paint. These are quite pricey, but are pretty simple to use, and probably a lot easier for texturing beginners, since you don't have to worry too much about seams and stuff.

How exactly does Deep Paint work?
Is it a plugin to a 3d program or is it standalone?

Deep Paint 3D is a standalone program. You import your models into it (in whatever program format you use - Max, Maya, LW, Soft), and then you can paint directly onto your 3D models.

Check out the Deep Paint page on Right Hemisphere's site (http://www.righthemisphere.com/products/dp3d/index.htm) for more info - you can also download a demo there :)

Aura 2.5b from Newtek.
Its a noobies dream come true.
Easy to use and understand,a few small glitches but overall an excellent still and video paint program.

I like painter quite a bit.

painter 8 just came out and thier pricing has dropped a bit.. I think ya can get it for like 299.

and if ya like the idea of 3d painting, BodyPaint can be had for like 500.
