10.3 should be fine
do you have th original CD's ? if so put them in the CD drive and boot holding down "C"
you will be asked to re-install and you get like 3 options, one is totally new from scratch another one is called something like archive and something...which will re-install the OS X only leaving your home folder intact.
the last one mentioned will be preferred if you have documents you want to keep, but if this is a totally new machine for you do a clean install, so you get rid of any mess left by the former owner.
your machine shouldn't be super-slow with 10.3, the minimum specs are:
The system requirements are:[1] (http://en.wikipedia.org/wiki/Mac_OS_X_v10.3#cite_note-0)
PowerPC G3 (http://en.wikipedia.org/wiki/PowerPC_G3), G4 (http://en.wikipedia.org/wiki/PowerPC_G4), or G5 (http://en.wikipedia.org/wiki/PowerPC_G5) processor (at least 233 MHz)
Built-in USB (http://en.wikipedia.org/wiki/USB) (indicative of a New World ROM being present)
At least 128 MB (http://en.wikipedia.org/wiki/MB) of RAM (http://en.wikipedia.org/wiki/RAM) (512 MB recommended)
At least 1.5 GB (http://en.wikipedia.org/wiki/GB) of available hard disk space
CD drive
Internet access requires a compatible service provider; iDisk requires a .Mac account
Video conferencing requires:
333 MHz (http://en.wikipedia.org/wiki/Megahertz) or faster PowerPC G3 (http://en.wikipedia.org/wiki/PowerPC_G3), G4 (http://en.wikipedia.org/wiki/PowerPC_G4), or G5 (http://en.wikipedia.org/wiki/PowerPC_G5) processor
broadband Internet access (100 kbit/s or faster)
Compatible FireWire (http://en.wikipedia.org/wiki/FireWire) DV (http://en.wikipedia.org/wiki/DV) camera or web camera

192MB of RAM? If you're going to run OSX you'll want to add some RAM for sure, it'll make a pretty big difference in the way that machine will run.
