what this mean? about motion blur

but i still dont know what kind of background is textured background, and what kind of background is constant background.

who can tell me?

Textured background would be like if you map an image on a plane and put it behind your scene and render. Like a sky mapped on an object and placed behind your landscape.

Constant means a single color, or empty background.
