Hey Nioon,
how about using a brush that has some distanced points in it (maybe create a new one)
, then paint with some paintoffset, erase those out that don`t look good. Duplicate the layer and do a motion blur in the direction the snow should be falling. It all depends on the kind of snow you are trying to paint.
