'powerAxis' lets you rotate or scale objects or vertex/edge/poly selection around arbitrary axes.

Hi,

yes there is the free ShearScaleRotate Plugin by Michael Welter. Have a look into the plugin subforum. There has to be the link to his website. You can shear, scale and rotate points, edges, polys and objects around the current cursor position.
