I recently got a Tablet PC and found that using blender on it was pretty tricky.... Luckily I got a script from blender artists by MACOUNO and then set about heavily modifying it.
It's actually quite nice regardless of whether you use a tablet or not, especially good with a space navigator.....
Here's a (slightly old) screenshot to give you an idea.

Place the folder in your user scripts or blender scripts directory though with the latter you might need to place the init script at root.
When you start blender go to the "help" menu ans select "load Tablet Overlay" then go to a 3d window "view" menu "space handlers" and enable the two entries there.
Here's a quick overview of the functions:
Top left toolbar from the top:
viewport angle| | localview
zoom fit all| | zoom fit selected
box select| | select all/none
manipulator type| | store custom orientation
snap cursor| | "numeric" (transform properties)
edit mode set
"w"specials| | vertex specials
edge specials| | face specials
copyface selected| | unwrap mesh
extrude | | knife(loop/cut menu)
normal scale | |select linked
shrink selection| | expand selection
nb the toggles bar doesn't change the toolbar functions by design.
