How do you truely clean all unuse materials in a scene in 3Dmax? So that when you view in your material/map browser only those that are used in that scene file.

The material/maps browser, assuming you have Browse From: Scene chosen, will only show the materials that ARE in your scene. Could you post a screenshot of a situation where it doesn't?

Even after I seleted all the object and assigned only 1 shader with no maps, my old maps can still be seen in the material browser

Do you have a uvwunwrap modifier on your object? If you do, that modifier can also carry maps with it. Try collapsing the stack and see if those maps go away.
