Looks like animated textures to me.

looks to me like it's been done in nuke with voxels.

if i were to attempt it, I'd go with Aikiman and use animated textures, maybe with some particle spray. depends on your budget and requirements really

You mean they actually photograph these motion picture and then make a loop animated texture?

In terms of animated textures normally yeah just like you see in video gaming, you can keyframe the offset on the texture2D node and then loop it. As for the example you show i know nothing about nuke so cant comment on that.

It's not uncommon to use actual footage as a texture.

Most of the water/fire in Lord Of The Rings was just actual footage mapped onto sprites.

For all that work, I would have hoped it would look better. Maybe it's just me.

Depending on the level of detail you need, there was a tutorial I watched a while ago that used a lot of dot/sphere particles, some fields, and motion blur. I think it was on one of dylan coles matte painting DVDs.

personally i'd just shoot it on white, and let flame try and key it off, but i'm just horrible like that...... ;)
