Hey,
I'm no expert in modeling yet, but I'd first look for references of jeans (or pants in general), preferably in the position that you want to have them. If you do it from memory it will probably end up looking unrealistic.
Then I'd say subdivide and do everything manually using the references, and/or your own sketches.
You could also use bump or displacement maps.
Do you want to animate it?

A lot of the really nice folds you see in todays top renders are done with a sculpting program, and added to Maya, 3ds Max, or XSI with displacement, and/or normal maps. I use ZBrush for fold's, and I generally use the slash brush to do it. Hope that helps if you are using ZBrush or Mudbox. If you'd like a free option for sculpting try using Blender.

I have tried using references and have had not much luck, I am struggling wih the edge loops and creating the bends with edge flow to also allow for animation where the knee bends etc...
Any more ideas?

I agree with JesseGraffam. Instead of trying to work with polygons, using a sculpting tool such as zbrush or mudbox can make the folds look much more organic. Also, I'm not sure the intent of this model, but a lot of the minor folds can be faked with a good texture. If you are planning on rigging and animating, using edgeloops will make weighting verticies difficult if there are a lot of folds near the knees/hips.
