I'd suggest calling your nearest Maxon's office, as there seems to be some variations of the crossgrade price depending on what you have (there was a thread about it recently), and what country you live in...

I called MAXON USA and they had told me about the fee. Ive never heard about this before.

once, i think i heard that you could crossgrade at the time of an upgrade purchase for no fee - so you could wait for the next upgrade to be released and switch then possibly...
i can't 100% say that is true or maybe policy has changed - but i seem to remember hearing that at one time.

I know this is an attempt to humor (which I appreciate), but I recently purchased my new Mac Pro, and can honestly see the difference between the 2 versions.
The Windows version is definitely not a downgrade, the opposite would qualify (no 64bits, clunky timeline playback, fewer Enhanced OGL options, less plugins, and so on...).
The OS itself is quite nice, though ;)

Only during a full version upgrade (not a point upgrade like 10.5) and ONLY when Maxon NEEDS to reserialize your software for the upgrade.
This depends on several factors and a general answer does not apply.
Please ask your nearest MAXON office.
