CGTalk - RESIZING a video

Anyone knows how to use Adobe Premiere Elements really well?? I'm trying to make a video smaller so I can upload it on the net much much faster with my slow 56K connection. The video could be the sz of an avatar...How do you resize a video using Adobe Premiere Elements? Please help! =(

When exporting final movie choose the compression u want and resize ur movie

That is how I thought you did the compression, but was not sure.
