this is a matte painting, the bridge is modelled with 3dsmax rendered with brazil ,just a simple ambiant oclusion pass then painted over with photoshop, nthe foreground and sky are just few photographies

Powerful POV and composition, Mathieu - top notch work. The bridge's architecture is Art Nouveau-esque - I love it!
