physical sky depends on final gather, which is indirect lighting, which you have to activate in the lightmap of the skinshader in order to get it included in the sub surface scattering.
and if its not that, check the lightmap connections. Light linking mode in the lightmap and the skinshader could also need to be changed if you are using multiple sss materials. (mode 1 or 2 perhaps, not really sure).

sorry. there is a setting called "include indirect lighting" in the lightmap-write, connected to the skinshader. If you are using maya 2008 you are maybe not used to the components of the skinshader, since they now connect automatically. Just expand the network in the hypershade and you should find it.
I think the final gather only affects the diffuse part of the shader. But including indirect lighting also affect rendertime horribly. So you might have to consider some method with lightlinking/render layers to render the head seperatly with its own lights.
Or, if you turn off the FG, you can see how much light there is in the scene beside the FG. You might be able to work a setup where theres enough direct lighting for the skinshader without making things too complicated.
I can also add that I have had some strange problems with the exposure-lenses and sss. However only with the more advanced photographic exposure and not the "simple" used with the physical sky. If you cant solve your problems, it might be worth checking out.
edit: why is screen composite off by the way?

sorry for slacking on the response, i get caught up with other stuff,
i was looking on maya's help page under sun and sky, and it said that for better results turn off screen composite, so thats why i did it, im still trying to find the lightmap connections
thanks for all the help
