To me it looks a lot like a 3d city with keyed actors.
thats 3D with 2d greenscreen actors and elements of 2d images.
its nice. not going for realisic. you can tell bits are fake.
so erm....www.softimage.com ? learn

I read that the actors are filmed with a motion control rig to get the right movement, so they're not just filmed with a locked off camera and placed on a 2D card in a 3D scene. -Their plate has the right camera movement.
I also read that the motion control rig couldn't move as fast through the shot as they wanted, so all the extras are professional mimes, walking at half speed.

Wow, that seems a bit too much. I'd do it with AE and Bojou alone, and probably achieve the same effect. Would have to do a bit of motion control on the camera, sure, but not to the extent this makes me think.

I'll try.
The way I'd go about doing it(which would be a non-budget way), is to film the actors relatively static, but move the camera past them to get a certain sense of 3d later on. This would have to be shot on a green/blue screen, with lots and lots of tracker markers.
Then, I'd go into 3ds Max/Maya or whatever 3d app, model a city roughly, animate the camera through the streets I'd want to focus on, texture/light it and so forth, render it, and perhaps export the camera data into AE/track the data in Bojou so that the motion for the green screen shots would be tons easier to match.
Bit of color timing and tweaking to make it look just right, and you might end up with an effect that's seemingly easy to pull off, and at no cost at all. (Well, except from the prices for 3ds, AE and Bojou, evidently)

I had to something similar a while ago with a micro budget. I recommend doing the 3D part first (with placeholders for the talents), there you can refine the camera moves until you're happy. Then shoot the talent on green screen take a laptop to the studio and visually match the moves roughly. It pays off to shoot in double frame rate and higher resolution as you need them later so you can slow down/speed up and rescale your green screen shots in post and match them better to your 3D camera. That way you can achieve almost the same results as in the reference on youtube.
