you can use the paint effects, but i think the best way is doing 2 or 3 trees in nurb and then paint over it, made the trees diferent in shape and over the diferents perspectives and then made the scene with this changin scale and rotating, the most dificult is made a good ilumination of the paint effects.

i have some shots like this in the film "The Living Forest" i have some images in mi web, look at it as reference, but a forest is very hard to do.
