I was wondering if you need to rebuild FG if you
1-scale the primative from which your light source is emitting from.
2-change the colour gain of the file(HDRI)

AFAIK, in both Q's answer is Yes.

1. Do a simple test, light a ball with a smaller ball, do a render, then scale your light ball, render again. Do this a couple of times and you will see each time shadows are diferent.

2. Logic says yes :)
