Come on guys i was really hoping for some feedback from you, it would mean alot.
Background on the image, created on a dual pentiumII400 with 256 meg using max 4.2 & 5.0 textures are being done with deeppaint and photoshop. Inspiration comes mainly from comics n quirky game art. I like the style of over enphasising body parts but keeping them in balance with the rest of the body. Hence her elongated hands and arms etc.

It's bad. Now, don't get me wrong, I know you put a lot of work into it, and the actual modelling itself is fine. It's just the design concept and some of the application of it is bad. Very bad. First and formost the head is way misshapen. I've seen a number of people try and make anime heads like that, and I laugh at them all because none of them seem to realize that for the most part anime characters have normal sized and shaped heads, just abnormally large eyes AND mouths. I dunno who started this big eyes tiny mouth thing but it really ruins the facial expressions. Nothing seems severe when the mouth is the size of a quarter. And as for the bumps on the body, I think you could have saved yourself a lot of time and just used a bump map for much of it. It'll lower poly count and process time. Unless you planned on getting an extreme closeup of the back of the arm for some reason I don't see how it would be a problem.
Also, might I suggest you attempt more game quality models? What you have here is hardly placable in a game. A cut scene, yeah, maybe, but I'll tell you something. The best cut scene people are movie/animator people, not game people. They don't have to worry about game mechanics or any of that so they are a lot more free to do things however they want. If this is what you're aiming for, I suggest making a simpler model and concentrate more on animating. If you can animate a faceless, textureless mass well enough to convey emotion you'll impress people more than if you can get a halfway decent model. Now, if you've allready got the animation stuff down, or are working on it, kudos, and you don't have to respond to any of what I just said, lol.
Mostly though, I think you should make it a little more realistic. I can't tell if it's man or woman, kid or adult. (I'm guessing young teen girl?) And that's most likely due to proportions and realistic details that it lacks.
Don't let any of this get you down though, this is the kind of crits you want, the stuff that'll tell you exactly what you need to improve on in order to wow people. Consider me a road sign.

Let me be constructive.
First what is good.
I think that stylistically youve got something that could be cute. The body has potential. I would make sure that the underlying forms arent too mudied by all the detailing, much of that may have been better handled with textures.
The head is what people are immediately identifying as bad.
There are web-sites that show how to break down japanimation heads into basically a ball and jaw. Id do some net scouring and see what you can come up with. A face is so important to get right because it gets the most attention... especially when in characture/ over-sized.
I would recomend that you don't get frustrated too much by the comments here. I've seen excelent pros get all kinds of nonsense negative feedback and you made yourself a target :)
Get the head right and youll get some better rresponses.
