If I understand that right you should try DOF or the texture blur in you mat-editor.

or "rendering>effects>add effect"...
by certain parts you mean "a given object"?if so you have to give each object a channel by right clicking>properties... g-buffer object channel: "
take a look in the help files about g-buffer and effects....

the right half is blury and the left side is clear...

just one side blurred and other normal is that you want?no matter if the scene has deph?
you could do this in post-production.. or photoshop if it's a still image
render the image, duplicate the layer apply blur, add a msk and use the gradient tool...

i just wandered if there's an option to do it on max- so i won't go back and forth...

Do you mean like in this attached pic?
What i did in that pic was:
- create a plane facing the camera
- give the plane an object id of 1
- give the plane 100% transparancy
- add a blur render effect to object id 1
If you want the line in the middle to be sharp you'll need to do it in post though...
